About DECA

Israel is one of the world’s leading countries in the field of defense exports. To ensure safe and responsible defense exports, the Defense Export Control Agency (DECA) was established in 2006 as part of the Ministry of Defense.

The control of defense exports in Israel is based on the Defense Export Control Law, which came into effect at the end of 2007, along with its accompanying regulations and orders.

This legislation relies on lists of controlled products determined by international control regimes, such as the Wassenaar Arrangement and the MTCR.

Message from Director

"The state of Israel has controlled its defense export activities for decades. Since the enactment of the Defense Export Control Law (2007) it is the Defense Export Control Agency (DECA) within the ministry of defense which is responsible for regulating all aspects of control on exports of defense equipment, know-how and provision of defense related services. That activity is based on continuous balancing between national security needs alongside political considerations and international commitments, and the requirements of the Israeli industrial defense sector.

Being the national competent regulatory authority, DECA bears the responsibility for controlling the versatile defense export that is managed by Israel in order to maintain its defense, strategic and political interests. At the same time that export constitutes a central layer in the robustness of the defense industries, both large and small, and is imperative for future development of advanced technological capabilities and the preservation of the Israeli Defense Establishment's qualitative military edge".

Defense Export Control Policy

By conducting its export control practices DECA actually supports and completes the following considerations which assemble the Israeli MOD comprehensive defense export policy. Eight main elements constitute the guidelines in context to the previously mentioned considerations

  • National security
  • Foreign policy
  • Compliance with international resolutions
  • Consideration of regional or international stability
  • Prohibited transfer to terrorist groups & organized crime elements
  • Consideration of other national interests
  • Adherence to international control regimes
  • Considerations related to possible disclosure of classified/sensitive technology
  • Human rights aspects

Defense Export Control Law

The Israeli Export Control practices are based on the "Defense Export Control Law -2007" and on the formal regulations which follow that legislation.

Any person who's engaged in defense export activities, while operating from Israel, must be familiar with and abide by the above mentioned legislation and regulations.
